江西省级定点医疗机构开展新型农村合作医疗直补的现状及对策研究

Research on the Current Situation and Countermeasures of New Rural Cooperative Medical Care for Instant Settlement in Jiangxi Provincial Designated Medical Institutions

江西省是全国开展新农合直补政策较早的地区之一。2008年10月,省级定点医疗机构开通了新农合直补,从而方便了参合农民县外就医,切实减轻了农民的疾病经济负担,同时促进了定点医疗机构医疗行为的规范化。但在运行过程中也暴露出许多问题,如定点医疗机构直补运转成本高,垫付资金大,周期长,各统筹地区直补政策不一致导致直补工作繁杂。因此,应建立新农合直补管理的省级平台,执行全省统一的直补政策,设立新农合直补专项资金,加大新农合直补政策宣传,以利于新农合直补率的提升。

Jiangxi Province was the one of the earlier regions which developed the instant settlement policy of the new rural cooperative medical care. In October 2008,provincial designated medical institutions developed the instant settlement policy of the new rural cooperative medical care,so that it could facilitate rural residents receiving medical treatment outside the county,reduce the disease economic burden of rural residents,and promote the standardization of the medical behavior of medical institutions. But it exposed many problems in the process,such as the high operation cost,the long period and large amount of advance funds among the medical institutions,strenuous work of instant settlement cause of the inconsistent overall regional policy. Therefore,the provincial platform of the new rural cooperative medical care instant settlement management should be established,the unified instant settlement policy of the province should be executed,special funds of instant settlement should be established,and the policy advocacy of instant settlement should be increased. So that could improve the rate of the number of rural residents participating instant settlement.
