摘要
针对当前高校教师队伍中的“逆淘汰”现象,提出了通过采取超常规措施,引进和培养优秀高层次人才,同时注意充分发挥现有优秀人才的作用,从而吸引和稳定优秀高层次人才,优化高校师资队伍结构。并进一步论述了实施高层次人才工程,必须改革高校人事管理制度,通过引进竞争机制,建立与社会主义市场经济相适应的动态、开放的用人管理机制,促使优秀人才脱颖而出。
In view of the phenomenon, "the inferior up and the superior down",etisting in staff management of universities,measures to counter this tendency are proposed in this paper. The most importan is to reform the existing itational aspects of personnel management system, to promote the mechanism of just competition among asademics and to establish dynamic personnel managemnt system fit for the socialism market economy so as to sift out the competent ones.
