On Protection of Intellectual Property Rights in China

在WTO框架下,国际专利合作条约(PCT)对我国产品出口有遏制作用,我国与发达国家在拥有国际专利权数量上存在巨大差距的严重非平衡状态,将严重限制我国对外经贸的国际竞争力。本文就深化和加快科技、教育、文化体制改革,以强劲的科技、教育和文化实力参与全球竞争,提出了对策建议。

In WTO framework,the Patent Cooperation Treaty (PCT ) is a brake to China's exports. As China is suffer-ing from her gap of number of international patents with the industrialized countries,the international competitiveness of China's export business will be seriously curbed.The present text examines this situation and put forward some policy recommenda-tions for promoting international competitiveness by accelerating reforms in adminis-tration of science and technology, in education and in culture.
