日本的农地利用及其促进对策

Japan's Utilization of Farming Land and the Relevant Promotional Policies

农地是不可再生资源,必须进行有效的利用。日本的农地利用,在60年代以前有一定的发展,后来却出现了持续衰退局面。为此,采取了一系列促进农地利用对策。其效果虽然不尽人意,但是它们的经验教训,特别是政策引导、农地整治、承租制度、抑制撂荒、健全和提供土地信息、建设市民农园等做法,却是值得我们研究和借鉴的。

As an unrenewable resource, farming land has to be made highly efficient use of. Japan抯 utilization of farming land, though it made some progress before the 1960s, has witnessed continuous retrogression since then. In order to correct this situation, Japan has taken a whole series of actions. Despite the unsatisfactory result of these measures, much can be learned from them, especially in such respects as policy guidance, renting and contracting system, control of waste land, build-up and supply of land information, and construction of urban farming gardens.
