摘要
在'10+3'合作框架下,东亚经济已呈现出地区经济合作水平不断提高、开放型区域经济合作崭露头角、投资双向流动格局初具规模的良好态势.但经济基础不稳固、各国经济及社会状况差异巨大等阻碍地区经济合作进一步发展的消极因素仍然存在.
“10+3” a simple combination of numerals represents a framework within which or upon which the East Asian nations can coordinate their economic activities in a more orderly way and promote them to the desirable level. The authors believe that the regular summits held by the heads of state from the countries concerned have significantly raised the level of economic cooperation in East Asia, that there has appeared a tendency for an opentype regional economic cooperation and that the twoway financial flow has already been established and has achieved prominent success. However, the authors point out: there are still many factors which might obstruct the process of “10+3”cooperation. The major ones are:① The regional economic recovery lacks a sound basis. The driving force for the recovery has been large amount of governmental loans and excessive public investment. This,however, is but an expedient for temporary solution.② Huge differences exist among East Asian countries both in economic and social conditions and they are hardly to be coordinated.③ The United States has been against the establishment of a unified economic organization in East Asia.④ Many regional problems left over by history are yet to be solved. As to the prospect of the “10+3” framework, the authors hold that the East Asian countries should try their best to exploit human resources in the region,take active measures to promote cooperation in IT industry, implement the “Chieng Mai Initiative” and enlarge trade and investment among regional countries.
