This paper presented a new network management architecture——elastic management architecture(EMA), for solving the problems of traditional telecommunication network management. EMA provides a framework to develop a network management system, which is slim, easy to tailor and runtime extensible. After the EMA, an elastic management system(EMS) was developed, and the principle of the EMS was introduced.The key techniques for deploying EMS was also described.
