Xiamen Environmental Conditions and Protection Strategy

通过对厦门市近年来的环境状况的分析 ,找出其中环境污染的问题所在并提出相应的保护战略 :在技术上做到对水环境、声环境等的控制和处理措施 ;在政府规划和管理机制上 ,通过健全管理机制、资源开发与非污染性建设项目的环境监理、“三区”环境保护工作的监理、农村生态环境监理、控制污染物的排放量和征收排污费等措施 ,做到宏观和微观上的双控制 ,努力创建优秀环保城市 .

In this paper,we analyze the environmental conditions of Xiamen of recent years,to find out its environmental pollution problems and to propose its protection strategies.Technically,for water,noise,and other pollution problems,we propose the control and treatment measures.In governmental planning and management mechanism,we propose the measures such as improving the management mechanism,implementing on site environmental inspections on resource exploitation projects,on non pollution development projects,on 'three kinds of environmentally sensitive areas',and ecologically on rural areas,also controlling pollutant discharge quantities,imposing pollution fees on polluters,etc.So as to achieve both macro control and micro control,and to build Xiamen an excellent environmental protection city.
