The present essay proceeds from the character of city economic zone and the center city, analyses the urban system in Xianning City, Hebei Province in the way which combines quantitative analysis with qualitative analysis, draws the conclusion that Chibi is the real center city of Xianning and points out that only making Chibi as the center city can it pull the economy development in Xianning zone.
