Seven Points of Suspense for Telecom Regulatory Reform in China

随着电信管制改革的不断深化,电信管制体制和管制政策扭曲的状况有了很大的改善,但我国电信业今后的发展仍有一些重大问题亟待解决。本刊特邀中国社会科学院规制与竞争研究中心主任张昕竹对我国电信管制改革中出现的几大重要问题进行分析和评论。

With the deepening of the telecom regulatory reform, the distortion of the regulatory system and policies has been changed substantially. While there are still some important issues yet to be settled on the development of our telecom industry in the future, such as when to deregulate the telecom tariffs, how to break the bottleneck of local network competition, how to cancel the asymmetrical regulation, when the disputes on interconnect and intercommunication come to an end, when to launch the next generation mobile communication system, when to promulgate the new mechanism for universal service and when to launch a new-round regulatory mechanism reform. Mr. Zhang Xinzhu, the director of Research Center for Regulation and Competition Institute of Chinese Academy of Social Science has made the analysis and comments on these issues in the telecom regulatory reform of China.
