On Corruption and Social System

在建立社会主义市场经济时期 ,出现了行政权力进入市场谋利的“官场经济”现象 ,公权的腐败行为破坏了市场公平竞争的原则。腐败的实质是在市场条件下政治权力与经济权力结合在一起的社会体制 ,其深刻的社会历史和思想文化根源是中国两千多年遗留下来的专制政体和专制主义文化的遗产。实行政治与经济分离 ,政府与企业各司其职 ;实行党政分开、党权结合 ,完善民主选举 ;完善监督体制 ,增加政务透明度 。

While the socialist market economy is developing, administrative power has become involved in money making in the market, which resulted in 'official circles economy'. Such corruption in high places in the government damaged the principle of fair competition. The fundamental way to solve the problem is: separating politics from economy, government from firms; separating the functions of the Party from those of the government, combining the Party with power, perfecting democratic election; perfecting supervisory system and expanding the government's transparency.
