当前，依法治国观念逐渐被人们接受，市场经济需要法治保障的观念已被人们所理解。但同时，我们却发现了坑蒙拐骗，假冒伪劣等阻碍市场经济发展的现象仍然大行其道。于是我们不禁认识到一个更深刻的道德：市场经济的健康发展不能单纯依赖于法治建设，它还必须而且首先应建立在公民良好道德素质的基础上。

Nowadays, the concepts of goveming by law and of the market economy being protected by law are accepted gradually. In the meanwhile, we find some phenomea prevalent which hinder the development of the mar- ket economy,such as deceit and forgery, Hence we realize a more prefound rule: the sound development of market economy should notonly depend on the construction of laws, be also be based on the good moral quahty of civicians.
