草灌乔结合是水土保持植物措施的基本特征 ,符合黄河上中游地区的自然规律和经济规律 ,能发挥更强的防护功能 ,产生更好的经济效果。黄河上中游地区的水土保持生态建设 ,应本着种草起步、草灌先行、草灌乔结合的原则进行治理开发。草灌乔的结合应因时因地采用划管封育、草田轮作、林 (果 )草 (粮 )间作套种等多种适宜的形式 。
