摘要
按照铁道部的统一部署,对除乌鲁木齐铁路局外的1 3个铁路局所管辖接轨站及接轨的地方铁路、专用铁道的安全情况进行了检查。发现的主要问题有:隔开设备不足;接轨站技术管理需加强;行车设备质量不高,保安设备不完善;地方铁路机车司乘人员培训及管理工作不规范等。针对存在的问题提出通过建章立法,明确规定地方铁路、专用铁道在接轨站接车、调车的有关要求,对路外机车乘务员的管理和国家铁路、地方铁路衔接部的安全管理要求等。
According to the centralized arrangement by MOR, an inspection to the safety of the junction stations, the transferee regional railway and the dedicated tracks directed by the 13 Railway Administrations (except Urumuqi) was carried out. The problems founded are mainly: lack of isolation equipment, technical management in junction stations needs to be enhanced, low quality of operation equipment, security equipment is incomplete, the training and management to on-board staff of regional railway is not standardized, etc. Regarding the problems existed, this paper suggests to set up regulations and legislation, specifying relevant requirements on receiving trains and shunting operations in regional railway and dedicated tracks, the management to the non-railway on-board staff as well as the safety management requirements to the junction part between mainline and regional lines, etc.
