摘要
在铁路勘测设计中,经常进行若干方案比选,过去,比选中多侧重于工程数量和投资大小的技术经济比较,而对今后运用中的使用效率、管理条件等非量化指标,只能进行优缺点分析。如果运用价值工程理论,采用评分的方法可对各项指标进行全面比较,进而选出最优方案。方案评价中常用的满足度评分法和评价系数法均采取对评价项目两两对比得出评价系数,再求出各方案对各评价项目的满足度,进而得出修正评价系数和各方案的总分,从而选出得分最多的方案,即为综合性能最优的方案。
There are usually selections and comparisons among plans in the railway survey and design. In the past, the technical and economical comparison of engineering quantity and investment scale used to be emphasize particularly and some non-quantified indices such as utilization efficiency and management conditions were just analyzed from advantages and disadvantages point view. By using Value Engineering Theory, a complete comparison will be carried out by allocating credits to different indices and then the best plan can be decided. The method of satisfaction credit and the method of evaluation coefficient are usually employed, both deducing an evaluation coefficient after comparing in pair the evaluated items then determining a satisfaction level of each plan according to the evaluated items, and then obtaining a corrected evaluation coefficient and the total credit of each plan. The plan with highest credit shall be the best plan in terms of comprehensive performance.
