In Nuremberg Trial, the prosecution and defense pushed the conflict of legal values to the extreme around the Charter of London Protocol. The Charter expanded the concept of war crimes, establishing personal criminal liability doctrine in war crimes and creating new rules of domestic laws. Conflict of legal values enriched the content of international law and are of important theoretical and realistic significance for the new developments in international law.
