对合资铁路国有资产经营管理的思考

THINKING ABOUT THE SYSTEM OF JOB RESPONSIBILITY ON OPERATION AND MANAGEMENT FOR NATIONAL ASSETS IN JOINT INVESTMENT RAILWAYS

合资铁路作为加快我国铁路发展建设的一条新路 ,代表了铁路投资体制改革的方向。本文通过对我国合资铁路现状的分析 ,提出了合资铁路实行国有资产经营管理责任制的改革思路、方案 ,并设想了具体的运作机制。

Considered as a new means to speed up the development of railway construction in China,the joint investment railways represent the direction on reform of the railway investment system.Based on the analyses on present situation of the joint ivesetment railways in China,the thought and schemes on reform the implementation of the system of job responsibility on operation and management for national assets in the joint investment railways are proposed in this paper.The ideas of its particular operating mechanism are expounded also in this paper.
