摘要 通过对城市轨道交通网络规划和铁路规划、城市交通规划理论和方法的研究和比较 ,分析并指出城市轨道交通网络规划方案的评价决策实际上是复杂的多目标决策问题。在此基础上 ,建立规划决策分层评价指标体系 ;提出决策矩阵规范化的有效方法 ;建立决策指标权重AHP计算模型和AHP TOPSIS优选模型 ,并建立决策分析系统和应用软件 ,给出了应用实例进行验证 ,证明本文建立的决策模型能利用全部信息 ,使那些仅能用文字描述的项目参加运算 ,且能使经验和理论结合起来。排序结果能够比较客观公正地符合城市轨道交通网络规划决策的实际情况 ,可以为城市轨道交通网络规划方案的评价及方案优选服务 ,避免因人为失误而造成的决策偏差。 Through the study and comparison of the th eo ry and methods of the urban mass transit network program, the railway program an d the urban traffic program, the paper analyzes and indicates that assessment an d decision making of the urban mass transit network program is multi-objective and complex just as that of the railway program and urban communication program. On this basis, the program decision-making assessment by layer index system is established, the decision-making format standardization effective method propo sed, the index weight AHP computer model and AHP-TOPSIS selection model built, the decision-making analysis system and the application software established an d actual sample cases are used to prove and verify that the model established by this paper can use all information. Thus those that could only be calculated by words are included in the calculation and experiences and the theory are combin ed. The results prove they are in conformity with the actual situation of the de cision-making of the urban mass transit network program. They can provide choic e service for the assessment and solution of the urban mass transit network prog ram and thus avoid human errors in policy-making.
