摘要
1979年,由中国远洋运输公司派出的29名海员登上了日本饭野公司的6万吨油轮"睦帮"丸工作,这是我国最早一批外派海员,从此拉开了中国海员人才外派的序幕.随着全球经济的发展,航运业快速扩展,对海员的需求日见增长,从1979年到1999年,我国已向国外提供各类商船海员41.38万人.2002年8月1日之后,国际上将严格执行STCW95公约,海员人才外派门槛升高.
Presently, the global demand for seafarers is greatly increasing. Though this provides an opportunity for outputting seafarers, the requirements concerned are getting raised. China started to output seafarers since 1997, but as STCW has entered into execution in the PSC supervision, the requirements for qualifications of seafarers are being elevated. How to output qualified seafarers to the world and how to reform the nautical education in China? Many feasible suggestions have come out from the experts.
