深化对现阶段基本经济制度的认识 ,发展私营经济应考虑的已不再是数量问题 ,而是企业的规模和质量问题。围绕私营企业规模扩张 ,企业家力量的增长和在产业中的地位的提高 ,现阶段多种所有制经济发展的课题成为一个中心问题。深化公有制企业的市场化改革的基本路径是 ,在企业内部创造各种所有制结构以求得共同发展 ,公有制企业在数量上作为主体已不再有意义。只要公有资本在社会总资本中占有较大比例 ,将公共部分作为主体 ,就是可行的。发展私营经济不仅是发展私人投资 ,而且仍需依靠基本产权以保障在公司中的股权 。

Public-ownership, as the principal is no longer significant in the number of public-ownership corporations. Taking public sector as the principal, as long a s the public-owned capital stands a big proportion of the total social capital, is seen here. Developing private economies is not only developing private invest ments, but still relies on the essential proprietorship in the corporation to as certain the stock right. This is so called essential-stock right transfer.
