加快人口城镇化是江苏在新世纪最大的增长空间 ,但尚存在滞后现象 ,必须尽快构建具有中国特色的大中小多层次发展的城市规模等级结构 ,建立市场化“经营城市”机制 。

To accelerate population urbanization is Jiang su's maximum grouth space in new century; however, these is still backward obst r uction. We should rapidly construct a grade structure of urban scale, with chine se characteristic, which is combining the large sized cities with the meduim an d small cities, and showing a multilayer development. In addition, we should set up a mechanism of market-oriented“Operation cities”, and push on the process o f population urbanization.
