论城市建设举债的理论基础和方式——对南京市的实证分析

Discussion on Theoretical Base and Mode of Raising a Loan for City Construction

本文从城市基础设施的产品和支出性质等方面论述了城市建设举债的理论基础 ,并实证分析了“九五”期间南京市城建举债的规模、方式及与GDP增长的关系 ;在论述“以地补路”、商业贷款等现有举债方式缺陷和借鉴西方发达国家经验基础上 ,得出发行市政债券是城建融资的重要途径的结论 ,分析认为我国具备了发行市政债券的条件 。

In this article ,the theoretical base of r aising a loan for city construction is discussed, and that of the city of Nanjing is positively analysed. On the base o f discussing on the limitation of current mode of raising a loan and using the dev eloped countries' experience for reference, we conclude that civicism bond is an import ant method of city construction financing , and advise making experiments on certain cities.
