重庆作为年轻的直辖市 ,在进行城市交通规划时 ,必须充分考虑城市交通的经济效益、社会效益、环境效益等问题。文中就重庆市主城区“最短交通时间”这一规划决策的意义进行阐述。

Chongqing is the youngest directly under the jurisdiction of city. When we do the city traffic planning, we must think over enough economical benefit and social benefit and environmental benefit of city traffic and etc. The article elaborated a decision making meaning about 'the shortest traffic time' in the main city zone of Chongqing.
