我国国家能源安全及能源管理体制面临的挑战与对策

Challenges and countermeasures in front of China's energy security and energy management system

认为能源发展后劲不足、能源开采储备减少、加入世贸组织 ,以及能源管理体制分散是我国国家能源安全及能源管理体制面临的挑战。提出的保证中国能源安全与改革能源管理体制的对策是 :建立国家能源管理机构、制定保障我国经济社会持续发展的能源安全和能源发展战略、制订海外石油开发新战略、关注煤炭工业的持续发展和大力推进煤电联营和煤炭液化。

This paper holds that the lack of lasting strength in energy development, diminishing energy reserves, changing world political situation and China's official accession to the WTO as well as the dispersing energy management system in this country present challenges to the national energy security and energy management system in this country. The paper thus proposes the following measures in a hope to safeguard the energy security and reform the energy management of China: setting up national energy management department, working out energy security and energy development strategy that safeguard the sustained social and economic development of China, working out overseas oil development strategy, attaching due attention to the sustained development of coal industry, intensifying efforts on joint operation of coal and power and coal liquefaction
