论水价及其在水资源管理中的作用

Discussion to the Water Price and its Function in Water Resources Management

简要介绍了水价的历史及现状 ,指出水价问题一直是水资源管理领域中存在的难题 ;借助于微观经济学原理 ,对水价的含义和结构进行了较为细致的剖析 ;在此基础上 ,给出了水价确定的方法和原则 ;最后建立并重点分析了水价弹性系数的数学模型 ,给出了合理的经济学解释 ,这对于建立合理的水价机制有一定的参考价值 .

In this paper the author briefly introduces the history and actuality of water price, and it's difficult problem in water resources management continuously. On the basis of microeconomics theory, the author has particularly analyzed the meaning and structure of water price, and presents the method and principle in determining water price on this base; Finally this paper mostly deals with the establishment of the elasticity coefficient math model of water price, and proposes the rational explanation of economics, so it will have some reference value for establishing rational water price system.
