农业高新技术产业化的创新及其激励分析

农业高新技术产业化是现代农业发展的新增点。农业高新技术既属于农业技术的范畴也属于高新技术的范畴 ,同样农业高新技术产业属于农业科技产业的范畴也属于高新技术产业的范畴。农业高新技术产业化是一项技术创新与制度创新的系统工程 ,表现为农业高新技术的研究、商业开发、大规模生产三个阶段的技术发展与制度创新 ,体现了农业高新技术产业化的创新本质。高新技术创新的激励是高新技术创新活动启动、开展、强化的力量源泉 ,创新速度的快慢、创新规模的大小主要由激励机机制提供的动力大小所决定。农业高新技术创新的激励力量 ,来自于产权激励、市场激励。

Industrialization of new and high tech in agriculture is the growth point in development of modern agriculture.New and hightech in agriculture belong,at the same time,to category of both agriculture and new and high tech.Similarly,new and high tech industry in agriculture is both industry of science and technology and industry of new and high\|tech.Industrialization of new high\|tech in agriculture is a matter of systems engineering of innovation in both technology and system realized in three stages of technological development and corresponding changes in system,namely,researches in new and high\|tech in agriculture,commercial development and mass production. Encouragement to innovation in new and high\|tech is the source of motives to start,carry out and to intensify activities in new and high tech innovations.Speed and scale of innovation depend mainly on motive force coming from the encouragement mechanism which consists of encouragements from sources of property right,market,government and enterprises themselves.
