摘要
通过参与式研究与访谈 ,分析了规划局工作社会满意程度较低的内部和外部原因 ,认为其根本原因是每个与问题有关的组织和个人在规划管理中的责任、权利和利益关系不明确 ;接着指出规划管理实践中遇到的困难与规划工作性质和规划学科发展状况有关 ;最后提出规划局工作改进的基本思路是 ,通过引进管治思想 ,优化治理结构 ,建立各相关组织与人员的责任、权利、利益相互统一的管理体制 ,建立与市场经济相适应的包括规划编制、规划审批、规划实施、规划保障等方面内容的规划管理系统。
The degree of the social satisfaction to the planning administration closely related to such internally and externally factors as organizational structure and planning official's personality, particularly to the coherence in responsibilities, rights and interests towards planning administration. The difficulties in planning are also concerned with the nature and the status quo of its development as a discipline. This paper suggests, by introducing the idea of governance, the optimization of administration hierarchies and the relationship between responsibilities, rights and interests of different planning agencies and officials. The author points out that a planning administration system covering plan formulation, planning approval, planning implementation and the relative supervision which is more adapt to the market economy should be established.
