小城镇重点战略的困境与实践误区

ON THE DIFFICULTY AND PRACTICAL MISTAKES IN THE SMALL TOWN PRIORITY STRATEGY

重点发展小城镇作为国家城市化战略的重心 ,是 2 0 0 0年以来我国的重大决策。作者认为 ,这个战略选择忽视了其支撑基础———乡村工业化正面临消退并停滞的危机。同时指出 ,在实践中 ,“建制城镇化”正在把小城镇发展引入歧途 ,小城镇重点战略具有很强的主观理想色彩。最后建议 ,要改变这种状况 ,在全国范围内应切块设立 (县级 )市与镇 ,同时建立科学的行政区命名系统与居民点命名系统 ;改城镇化重点战略为全方位城镇化战略 ;

To develop small town is one of the priorities of the national strategy for urbanization since 2000. This paper points out that it neglects the fact that the supporting base for this strategy, the rural industrialization, is at a stage of stagnation and declining lately, which has brought about even more problems in practice. This paper suggests establishing a city or town system at county level and a system to name administrative region and settlement scientifically. The author believes that a comprehensive urbanization strategy should be in place instead of putting priority to any specific type of settlement. On the other hand, priority should be on the quality of urbanization.
