上海城市分级管理体制存在的问题及对策

20世纪90年代以来形成的上海城市分级管理新体制,为加快上海改革开放和现代化建设提供了强有力的体制保障。在体制转轨、社会转型的新形势下,出现了一些新情况、新问题。本文从多角度提出了进一步完善上海城市分级管理体制的建议。

Shanghai s grading municipal administration system formed in the 1990s has strongly ensured the acceleration of the reform and opening and the modernizing construction of the city. However, some new problems have arisen under the new situation of society and system transformation. This article puts forward proposlas from various angles for further perfecting Shanghai ' s grading munipal administration system.
