提高执法质量必须从规范执法行为入手,因为公安执法行为具有主体特定性、意志单一性、效力先定性以及程序法定性等特征。规范执法行为,提高执法质量必须强化队伍建设以规范执法主体,加强法律监督以规范执法内容,重视办案环节以规范执法程序。

To improve the law enforcement quality, we should start with the standardization of law enforcement. For the law enforcement behavior has its own characteristics: specialty of the main body; oneness of the will; predetermination of the effectiveness and the procedure at law. We should strengthen the construction of the public security rank to standardize the main body; strengthen the legal supervision to standardize the law enforcement content; attach importance to the process of handling a case to standardize the procedure of law enforcement.
