我国当前结合社会治安形势和刑事犯罪情况做出“严打”整治的决定是一项重要的刑事政策,必须在法治轨道上运行。进行“严打”整治斗争,要充分认识它的产生背景、对象、特点与核心。“严打”整治对象范围要严格依照规定,不能任意扩大;“严打”整治之从重从快,要受到刑事诉讼法立法精神和具体规则的约束。正确把握“两个基本”原则的内涵,并应用于司法实践。

The criminal policy, which is based on the economic basis and influenced by many other factors, is an important criminal policy . The decision of anti-criminal campaign is made according to the contemporary situations of social order and conditions of crime. Since it is important, the anti-criminal campaign must be ruled by law. To implement the anti-criminal policy, we should fully understand the background, object, characteristic and core of the policy. The object of the anti-criminal campaign should be in accordance with law and not be enlarged at will.It also should be fulfilled quickly and strictly, obeying legislation and related rules. Understand the meaning of the two basic principles correctly and apply the principles to our practice.
