就中国小城镇户籍制度改革的大背景,论述三峡库区移民户籍政策以及城镇建设的“库区”和“移民”特性,重点分析当前实施政策和建设小城镇过程中所出现的几个突出的如移民生活模式转型、低质就业、虚假城镇化和低质城镇建设等问题,并有针对性地提出对策,以使库区小城镇建设可持续发展。

Under the background of reformof household registration system inChina ,this paper discusses the char-acteristics of the reservoir region of thethree Gorges in the Yangtze River andmigration in implementing the policy anddeveloping the towns in the region,es-pecially of the issues of change of lifestyle,low employment,superficial ur-banization and low quality of urbanconstruction. Furthermore,the givenmethod could make the towns developsustainably.
