摘要 2 0世纪 70年代以来 ,大量文献资料介绍了许多关于研究与开发 (R& D)项目评估的方法。这些介绍大多集中在 R& D项目评估方法得以建立的最根本的理论基础方面 ,而很少论及 R& D项目评估方法的有效性和适应性 ,根本就没有对 R& D项目评估方法的优劣和应用进行比较分析。本文旨在运用 AHP法对一些主要的 R& D项目评估方法进行比较分析。研究了影响这些评估方法有效性的各种因素 ,并应用敏感性分析法确定哪些是关键因素。 A large number of methodologies for Research and Development( R&D ) project evaluation have been reported in the literature since 1970s.Almost all of this literature focused on the mechanisms and underlying theoretical foundation on which the evaluation methods are based.Very little attention has been paid to the effectiveness and suitability of the techniques,especially a comparison about strength or weakness of the techniques.This paper presents a comparative study on a number of classes of R&D evaluation methods based on the Analytic Hierarchy Process.This paper study the various factors of R&D evaluation methods that affect their suitability.A sensitivity analysis was also carried out to determine the critical factors.
