Emperor Kangxi's Solicitude for Merchants and the Economic Practice

康熙皇帝是清朝杰出的政治家 ,在发展经济方面也卓有成效。他反对重困商民的政策 ,提出商业与农业应得到同时发展 ;反对乱设关卡、向商民课以重税的做法 ,积极清除积弊 ,公布关税征收则例 ,允许商人控告例外勒索者 ,禁止故意延误商民过关时间 ;反对官而兼商或垄断市场的行为 ,要求牙行应成为便利商民的机构 ,而不应该勒啃商民 ,更不允许私设牙行 ;他还着力统一度量衡 ,消除商品交换中存在的障碍 ;竭力禁止兵痞等抢勒商民。所有这些都为康熙时期的社会经济繁荣奠定了基础。

Emperor Kangxi was an outstanding statesman.He made great achievements in developing the economy.He was opposed to policies which hard pressed merchants,and maintained that commerce had to be developed along with agriculture.He was against setting up checkpoints excessively and collecting heavy commerce tariff,abolished some long-standing abuses,promulgated commerce tariff roles,allowed merchants to sue those who extorted money from merchants illegally,prohibited the delaying of merchants to pass through checkpoints.He was against government officials engaging in trade or monopolizing the market.He did his best to employ the same measuring instruments in order to make it convenient for merchants.He went out of his way to prohibit the snatching of merchants.All this had laid a forndation for the economic prosperity of his time.
