邓小平同志关于“教育要面向现代化、面向世界、面向未来”的论断 ,是指导我国跨世纪教育发展与改革的战略方针 ,是邓小平教育理论的重要组成部分。高等教育的改革和发展必须坚持“三个面向” ;面向现代化 ,高校要改革教育体制 ,走规模、效益并重的路子 ;面向世界 ,高校要改变教育模式 ,走开放办学的新路子 ;面向未来 ,高校必须转变教育观念 。
