我国的西部开发是在世界经济一体化及中国加入WTO背景下进行的。入世后 ,西部原有比较优势已发生变化 ,通过制度创新建立西部体制资源优势已成为亟待解决的问题。协调中央与地方关系 ,是西部开发战略顺利实施的关键 ,也是建立西部体制资源优势的切入点。对西部的中央与地方关系而言 ,分权不是大势所趋 ,建立“双向制衡、合作发展”的中地关系也为时过早 ,只有依据市场经济规则 ,在加强中央宏观调控能力的前提下建立制度化权力分享机制 ,才能既遵守WTO规则 ,又充分协调西部的中央与地方关系。

The development of west China is set on the background of economic globalization and China's entry of WTO. Since the relative advantages of west China have changed, the establishment of institutional resource becomes urgent, and the key is the relation between the central and local governments. Obeying the rules of market and strengthening the macro adjustment and control is the best choice to coordinate the central and the local.
