大型工业废弃地再开发与工业遗产保护的探讨——以北京焦化厂旧址用地改造为例

Practice of Large-scale Brown Field Redevelopment and Industrial Heritage Preservation:Case Study of Beijing Coking Plant

阐述了北京焦化厂工业遗产保护所处的背景及其保护价值,针对相关工业遗存进行整体保留、还是部分保留的争论,从经济可行性、场地污染治理成本和完善城市功能的角度提出了"保护与再开发并举"的可行思路,通过分级保护与分区保护相结合的方法,为后续场地再开发中工业遗产保护工作划定了清晰的边界条件。结合近期实施进展,阐述了工业废弃地再开发过程中的遗产调查前置的必要性,在实施中应鼓励原有工业企业以适当方式参与,工业遗产保护和再利用的方式可以多样化,重视保护非物质要素和场地污染治理问题。

Contrasting to the traditional model of brown field redevelopment, which is regardless of any historic industrial remains, thepaper demonstrates the high value of industrial heritage of Beijing Coking Plant.Based on the argument of conservation completelyor partially, the author suggests the policy of conserving industrial heritage and redeveloping at the same time, taking account ofeconomic viability, the high cost of pollution remediation and better servicing facilities for the surrounding neighborhoods. Therefore,acomprehensive planning is made for the site of Beijing Coking Plant, while setting boundaries both for the heritage conservation and theland reuse through rating for the historic remains and drawing protection zoning of different levels. Finally, by summarizing the progressof the implementation of the planning up to now, the paper presents some suggestions for better industrial heritage conservation, such aslegal procedural investigation and assessment in advance, the participation of the original operator of the related factories, various waysof reuse for the heritage remains and more attention to the intangible heritage factors in practice and the pollution abatement.
