Local Governments' Innovative Actions in China from the Perspective of Responsive Politics

创新活动始终伴随人类活动的开展,对政府而言亦是如此,改革开放以来中国的地方政府从来不缺少创新行为和做法,地方政府创新契合党的十八届三中全会提出的全面深化改革,实现国家治理体系和治理能力现代化的要求,有利于提升国家的治理能力,推进国家治理体系的现代化。地方政府作为理性人,有多重角色,希望获得中央认可,增加财政收入,顺利解决本辖区问题。同时具有自主性,其创新行为是对国家、社会和市场的回应。

Innovation activities always accompany human activities,so do the government activities. Since China's initi-ation of reform and opening up,the local governments have never lacked innovation behaviors and practices,which ac-cord with the requirements of the Third Plenary Session of the 18 thCPC Committee that call for comprehensively deepen-ing reform and modernizing state governance system and capacity. As a rational persons,the local governments have mul-tiple roles;they wish to get the central government's recognition,increase fiscal revenues,and successfully solve theirown areas problems as well. Simultaneously,local governments are autonomous and their innovative behaviors are re-sponsive to the state,the society and the market.
