阐明立法备案审查的规范内涵是完善我国立法备案审查制度的必要前提。可运用法释义学分析方法,从立法备案审查的权限设定与程序设定这两个方面来系统解读普遍适用于全国的相关原则性规范。就权限而言,相关原则性规范针对不同位阶立法分别设定了具体的备案审查权行使机关;就程序而言,相关原则性规范基于不同备案审查权行使机关分别设定了具体的备案审查程序。我国立法备案审查相关原则性规范设定通过显性授权、隐性授权,在事实上确立了复合型逐级立法备案审查制度。

To elucidate the norm of legislative registration and review system is the necessary premise to the improve-ment of the system. The legal hermeneutical analytic method can be used to systematically interpret,from two aspects:the power and procedure setting of the legislative registration and review,the relevant principle norms that are generallyapplied in the country. In terms of the power,the relevant principle norm has set specific organs to exercise the power ofregistration and review respectively for different levels of legislation. In terms of the procedure,the relevant principlenorm also has set specific procedures in accordance with different organs. The setting of relevant principle norms for Chi-na's legislative registration and review have actually,through explicit and implicit authorization,established a com-pound hierarchical legislative registration and review system.
