摘要
义务教育均衡发展涉及面广、情况复杂,是一项长期而艰巨的任务。推进义务教育均衡发展,要以科学发展观为指导,防止脱离经济发展水平而盲目追求。以武汉市为案例,探讨义务教育均衡发展过程中,城市区域间义务教育存在经费投入结构性矛盾、校际差距、师资力量不均衡等问题。通过实证分析,剖析其存在的问题及原因,从政府层面、学校层面及社会层面提出相应的对策建议。
Balanced development of compulsory education,which involves a wide range of aspects and complex fac-tors,is a long-term and arduous task. Seeking balanced development should be guided by the scientific outlook on devel-opment and take into account the levels of economic development. This paper makes a case study of Wuhan City and dis-cusses the problems that exist in the process of seeking a balanced development of compulsory education. The problemsinclude structural contradictions in the fund input for compulsory education among different districts,school differenc-es,and imbalanced distribution of teaching staff. The empirical study analyses the causes of the problems and puts for-ward corresponding proposals for the government,schools,and the society.
