基于“社会保护”视角的社会保障改革研究——以泸州市为例

Social Security Reform based on the Perspective of “Social Protection”——Taking Luzhou City as an Example

"社会保护"作为国际社会保障公民权利的重要议题,对于中国来说,同样是一个重要概念。泸州市社会保障实际状况既体现出我国社会保障的共性,亦体现出其自身的特性。将"社会保护"理念引入到泸州市的社会保障改革中,通过被动向主动、分割向统一、权利向需要、保障向保护的转变,促进该市社会保障事业的发展,让全体市民共享泸州改革发展成果。

Being an important issue of the international community to safeguard the rights of citizens,"Social Protection" is the same important concept in China. In Luzhou city, it not only reflects the generalityof national social security, but also shows its own characteristics. Through the transformation from passivenessto activeness, segmentation to unification, rights to needs, and guarantee to protection, its concept can be ledinto the social security reform of Luzhou city, to promote the city social security development and let all thepeople share its fruits.
