重点国有林区森林资源管理及其产业链发展趋势分析

Analysis on Forest Resource Management and Relevant Industrial Chain in the Key State-Owned Forest Regions

黑龙江重点国有林区全面停止天然林商业性采伐后,该地区林产工业衰落、林区财政收入和职工最基本的生存问题凸显。为了保障全面停止商业性采伐政策得以有效实施,提出森工林区通过实行以分类经营为核心的森林资源精细化管理,来保证公益林保护与商品林经营的统筹兼顾。为了最大限度地开发利用商品林资源,根据生态产业链原理,设计林产工业生态产业链,并提出相关政策建议。

After the commercial logging was completely banned for natural forest in the key state-owned forest regions in Heilongjiang Province, some problems as fading of forest industry, fiscal revenue dropping and forester, s life getting harder occurred. In order to implement the policy effectively, intensive forest management is suggested in the key state-owned forest regions based on the classification management strategies to ensure the balance of public welfare forest and commercial forest. Suggestions are proposed on forest industry.
