新农村生活及社会发展基础设施调查研究——以河北省威县东正店村为例

Investigation on New Rural Life and Social Development Infrastructure ——Based on the Dongzhengdian Village,Wei County, Xingtai City, Hebei Province

基于我国健全城乡发展一体化的要求,运用抽样调查法对河北省邢台市威县东正店村的农村生活基础设施建设情况进行问卷调查,在对房屋、水、电、交通、通讯、卫生、文化、教育等方面的研究中,居民对生活饮水、电力、道路与交通设施的满意度较高,而对于房屋、通讯的满意度则较低.基础设施建设薄弱、缺乏科学管理、使用效率低下、忽视居民的基本需求和对文化、教育等相关设施建设重视程度不够等成为当前农村基础设施建设中的主要问题.为此,在农村基础设施建设中要注意突出建设重点,加大财政支持及建立多元化的投资机制,并不断加强维护管理,提高基础设施利用效率.

Base on the requirement about how to improve the integration of urban and rural development in our country,sample survey is used on rural living infrastructure in Dongzhengdian village of Hebei Province. In the research onhousing, water, electricity, transportation, communication, health, culture, education etc., Residents are satisfied withwater, electricity, transportation and unsatisfied with housing and communication. The main problems are the weaknessof the local infrastructure construction, lack of scientific management, inefficient usage, ignoring the villagers’ demandand thinking little of cultural, educational and other related facilities. According to the results of the investigation, wepropose that the way to improve the infrastructure is focusing on the key point of the construction, increasing financialsupport and establishing a diversified investment mechanism, continuing to strengthen maintenance management andimproving the efficiency of using infrastructure.
