印度版与中国版“双创计划”的对比与启示

The Comparison Between Indian Version and Chinese Version On "Double Plan" of Entrepreneurship and Innovation

2015年6月,我国出台了《关于大力推进大众创业万众创新若干政策措施的意见》,2016年1月,印度发布了"创业印度"行动计划。比较我国和印度版的"双创计划",二者在背景、框架、具体行动方案等方面都存在差异。借鉴印度版"双创计划",我国在推动大众创业万众创新的过程中,应加速创业生态系统的培育,助力创业创新;建设创业失败退出通道,扶持再次创业;加强创业创新知识产权保护,强化"双创"基础。

China government had issued one document about how to promote Entrepreneurship andInnovation on June of 2015.Afterwards, Indian released the planning action of “Start-up India”. There areseveral differences between these two actions on the background, the framework, and specific content.Through the comparison, we found during the progress of promoting entrepreneurship and Innovation,China government should pay more attention on cultivating the entrepreneurship ecosystem, building theexit channel for business failure, and strengthening the protection of intellectual property.
