新常态下土地督察和土地监察协作对策研究

Research on Collaboration Countermeasures of Land Supervision and Land Monitoring under the New Normal

在我国经济增速放缓、结构调整的新常态背景下,国土资源管理工作也面临土地需求结构调整、土地配给方式转变等挑战。结合新常态下土地管理工作新要求及土地执法监管现状,梳理并分析土地督察和土地监察协作必要性及可能性,对当前土地督察和土地监察协作的法律法规、信息沟通、组织机构、运行机制进行分析,指出加强二者协作须完善法律法规,强化协作依据;健全监管信息共享平台,夯实协作基础;建立专职协调机构,统筹协作格局;构建协作共同责任机制,明确协作分工;创新协作运行机制,提高协作操作性。

Under the new normal background of economic slowdown and structural adjustment, land and resources management in Chinafaces many challenges, such as the structural adjustment of land requirements, the change of land allocation mode and so on. Combined withthe new regulatory requirements and the status of land law enforcement, we analyzed the necessity and possibility of collaboration betweenland supervision and land monitoring, as well as the current laws and regulations, information communication, organization and operationmechanism. Finally, we put several suggestions. Firstly, improve laws and regulations to strengthen the basis for cooperation; secondly, soundthe supervision platform for information sharing; thirdly, set up a special institute to coordinate the collaboration work; fourthly, establish theshared responsibility mechanism and clarify the collaboration division; fifthly, innovate the operating mechanism to improve the operability ofcollaboration.
