城市地价管理体系重构研究——以深圳市为例 被引量:5

摘要 以深圳为例,针对当前公示地价与市场背离严重、修正体系未清晰界定以及新增供地和存量供地价格体系尚未协同等地价管理体系问题,以"标准市场化、规则体系化、导向清晰化"为原则,通过公示地价体系、修正体系、测算规则以及监测机制等方面的建设,重构一个全面系统、清晰简洁、公开透明的城市地价管理体系,促进城市政府对于土地一级市场的有效管理。 In this paper, we take Shenzhen as case study and find that there’re several problems in land management system as follows:the current public land price departure from the market seriously; the correction system is not clearly defined; the land prices systemfor new-supply land and stock land has not been cooperatively. Then we take "normal market, the rules of the system, clear guide "asthe principle to remodele a comprehensive and systematic, clear and simple, open and transparent urban land management system, bybuilding the public land price system, correction system, calculation rules and monitoring mechanisms, in order to promote effectiveland market management for the government.
