The institutional innovation of environmental governance under the procedural justice and its inspiration: a case study of Jiaxing model

嘉兴市在推进公众参与环境治理方面进行了一系列制度创新,这些创新实践包括构建环境治理民主协商的"圆桌会"制度;以"大环保"理念动员各方共同参与;以"联动化"方式加强社会各主体间的互动;随机抽取公众"评审员"参与案件处罚评审;以公众参与"点单式"执法确保环保督察的公平;以"道歉书"方式增加企业违约成本。这些创新实践活动不仅提升了当地政策的有效性,也对推进全国层面上的环境治理具有借鉴意义。

Jiaxing city has implemented a series of institutional innovation in promoting environmental governance,which includes constructing "Roundtable" system for environmental democratic consultation, setting up the concept of"environmental protection" to mobilize co-participation of all parties, strengthening the interaction between the subjectsof society in the way of “linkage", randomly selecting public "reviewer" to participate in the review of penalty cases,ensuring the fairness of environmental protection inspectors by “order list” law enforcement as well as increasing theenterprises cost of default by "apology book". Jiaxing city environmental governance institutional innovation not only hasimportant significance on improving the effect of local policy practice, but also can provide reference for promotingenvironmental governance at the national level.
