Study on Present Situation of Community-Based Rehabilitation Service in Shanghai

目的:了解上海市社区卫生服务中心康复服务开展情况,分析存在的问题,为社区康复的发展提供参考依据。方法:采取抽样调查方法,对上海市社区康复服务人力、床位、设备、转诊及服务等康复资源进行调查。结果:调查的社区卫生服务中心康复服务开展率为87.18%;从事康复工作的医师106人,康复治疗师81人,康复护士47人;从事康复工作的人员中,执业范围为康复的占18.31%,本科及以上学历的占52.54%;康复设备配备率为12.22%;签订康复转诊协议的机构占14.71%。结论:社区卫生服务中心康复基础薄弱,有待政府加大投入;传统康复服务项目在社区占较大的比例,现代康复服务项目有待加强;社区转诊情况较差,转诊机制有待完善。

Objective : To understand the rehabilitation service situation of community health service centers in Shanghai, analyze the problems and main reasons and provide suggestions of its development. Methods : We investigated the rehabilitation resource such as human resources, beds, equipment, referral and services by taking exampling survey and interviewing key insiders. Results: There were 87. 18% communities offering rehabilitation services, 106 rehabilitation physicians, 81 rehabilitation therapists and 47 rehabilitation nurses. Only 18. 31% of people who engaged in the rehabilitation work were practicing in rehabilitation. People own the Bachelor, s degree or above accounted for 52. 54% .The rehabilitation equipment was equipped with a rate of 12. 22% . Only 14. 71% communities signed the rehabilitation referral agreement. Conclusion:The basic facility of rehabilitation was weak in community health service centers and more investment of government was needed. Traditionalrehabilitation services took a large proportion in communities while modem rehabilitation services needed to be strengthened. The situation of rehabilitation referral was poor and the referral mechanism needed to be improved.
