College Students' Concept of the Rule of Law in Cyberspace and Its Cultivation

维护网络安全,推进网络空间法治化建设,是全面依法治国的重要内容。推进网络空间法治化建设是一项宏大而系统的社会工程,关键就在于人们法治观念的变革。网络空间法治观是现实法治观在网络领域的延伸,包括网络空间的法律意识、规则意识、责任意识、契约精神和公民意识。新形势下,培育大学生网络空间法治观,应该从构建"1+3+3"模式入手,即坚持以法律基础课为中心,重点完善网络立法、强化道德自律、加强社会实践,打造健康校园环境、文明网络环境、和谐社会环境,形成大学生网络空间法治观培育的合力。

Maintaining the network security and building the rule of law in cyberspace is the important contentof promoting the rule of law. Promoting the rule of law in cyberspace is a huge and systematic social project and thekey lies in the change of people’s idea of rule of law. The concept of rule of law in cyberspace is an extension of theconcept of the reality of the rule of law in the network, including the legal consciousness, the rule consciousness,the sense of responsibility, the spirit of contract and the citizen consciousness. Under the new situation, the modelof “1+3+3” should be constructed to cultivate college students’ concept of the rule of law in cyberspace. First,adhere to the center of basic course of law. Secondly, grasp the three focuses on improving the network legislation,strengthening social practice, and strengthening the moral self-discipline. Finally, purify three environments that areto create a healthy campus environment, a civilized network environment and a harmonious social environment. All inall, to form the resultant force of cultivating college students’ concept of the rule of law in cyberspace.
