浙江省天然气长输管道隐患形成原因调研

Research on the Reason of Hidden Danger Formation of Zhejiang Long Distance Natural Gas Pipeline

随着"中石化东黄输油管道泄漏爆炸特别重大事故"发生之后,相关部门在全国范围内开展了油气输送管线等安全专项排查整治,国务院安委会和浙江省安委会近年来多次下发了相关隐患排查治理文件,指导管道企业开展管道隐患治理排查工作。从排查整治结果来看,由于油气长输管道多为借地埋设(无租地合同),点多线长、环境复杂,在役油气长输管道由于自身历史、技术、建设和运营等诸多因素影响,加之沿线城镇化高速发展,国内油气长输管道整体呈现隐患多、整改难度大等特点,安全形式十分严峻。因此,必须加大对天然气长输管道隐患形成原因调研。

As the happen of ‘Sinopec Donghuang Petroleum Transmission Pipeline Explosion and Leakage Accident’ investigation andRectification work on oil and gas pipeline etc safety special project are taken by relevant departments in national scale,and safety committee of theState Council and safety committee of Zhejiang province have made documents about investigation and rectification work on relevant ridden dangersfor many times in recent years to guide pipe enterprises to carry out the work of screening and management for pipeline hidden danger.From the resultof this work,we can know that due to the long distance oil and natural gas pipeline mostly is buried in borrowed land(without hire-land contract) andhas the characteristic of quantity of points and long line, complex environment,furthermore being influenced its own history,technology, constructionand operation of on-service long distance oil and natural gas pipeline, added with rapid development of urbanization along the line, the domestic longdistance oil and gas pipeline present the characteristics of quantity of hidden danger and big rectify and reform difficulty and the situation is becomingvery serious. Therefore, it is necessary to take research on the reason of causing hidder dangers in long distance oil and natual gas pipeline.
