摘要
庆铁四线原油管道工程具有高技术难度、高投入、高风险、周期长的特点,完全具有项目的特征。项目管理对项目的实施提供了一种有力的组织形式,改善了对各种人力和资源利用的计划、组织、执行和控制的方法,对管理实践做出了重要的贡献。因此,将项目管理的理论和方法引入庆铁四线原油管道工程,对其进行全方面、全过程的管理是提高工程管理水平的有力手段,对于原油工程单位加强工程管理、增强竞争力具有现实意义。该工程的实施过程只有采用项目管理的理论和方法,才能以最短的时间、最低的成本,尽可能地规避风险,高质量地完成。
The pipeline engineering of Daqing No.4 line crude oil pipeline engineering has the characteristics of high technical difficulties,high investment, high risk and long period, and it totally has the project characteristics.Project management provides a powerful organization form for the implementation of the project, improves the method of planning, organization, implementation and control for the utilization of all kinds of manpower and resources and makes contribution to the management practice.Therefore, introducing the theory and methods of project management into the Daqing No.4 line crude oil pipeline project and taking all-around and whole process of management is the powerful means to improve the level of project management, which has a realistic significance for strengthening the project management and enhancing competitiveness of crude oil engineering units. For the implementation course of this project, only by adopting the theory and method of project management, can we avoid risk and complete this project with high quality as soon as possible in the shortest time and lowest cost.
